In a food processor or blender, combine the red chili peppers and garlic cloves. Pulse until they are finely chopped.
In a small saucepan, combine the rice vinegar, sugar, soy sauce, Ketchup, Hot pepper sauce, tabasco hot sauce, salt, and black pepper. Heat the mixture over medium heat, stirring until the sugar has dissolved.
Add the chili pepper and garlic mixture to the saucepan. If using fish sauce, add it at this stage.
Reduce the heat to low and simmer the sauce for about 10-15 minutes, stirring occasionally.
Remove the saucepan from heat and let the mixture cool.
Transfer the cooled sauce to a sterilized jar or bottle for storage. It can be refrigerated for up to a month.
Before mixing ingredients together, be sure to ensure they are at room temperature.
Make this dip sauce even more flavorful by squeezing half a lime or lemon and adding its tart flavor into the mixture. Furthermore, chopped up dill or parsley could also add another element of spice.
